What's the difference?  Generally speaking, CEO's are charged with figuring out where the company is going - essentially finding a great destination that fulfills a particular vision.  The typical CEO has great creativity supported by sound strategic reasoning.  To compliment this creativity, there is the COO.  There job is largely based on figuring out how a company get's to that chosen destination.  The COO's toolbelt is usually filed with methodical planning, tactical insight and assertive diligence to will the company forward.  If it seems like two different skill sets - you're right.
